Letter from the MBE/EDGE Coordinator

We at the Ohio Lottery Commission affirm that our efforts to increase minority business participation do not only make good business sense, but we strongly believe that our long range endeavors will be a contribution to the overall statewide effort in stabilizing businesses and retaining jobs in Ohio. We see our program as a contribution to enhance minority businesses so they will be a viable and competitive entity within the business community.

As an added note, the Ohio Lottery Commission has a proven track record on set-asides and inclusion of MBE companies in our day-to-day purchasing activities.

As in any organization, whether public or private sector, the actual administration and implementation of any program begins with the commitment of the Executive Staff. As a Deputy Director of the Ohio Lottery Commission and MBE/EDGE coordinator, I can attest that the staff of the Ohio Lottery Commission is required to put forth that extra effort in reaching out to the minority business community.

What are the MBE/EDGE Programs?

  • The Minority Business Enterprise Program and Encouraging Diversity, Growth and Equity Program were created by law because the State of Ohio is committed to making all state contracts, services, benefits and opportunities available without discriminating on the basis of race, color, religion, sex, national origin, disability, age, or ancestry.
  • The programs promote minority and small business growth in the State of Ohio by ensuring that state contract awards are available to MBEs.
  • At least fifteen percent of all state purchases of goods and services are set aside for competitive bids by certifies minority suppliers. At least five percent of state purchases are to be awarded to EDGE eligible businesses.
  • MBEs and EDGEs are not limited to those contracts specifically set aside. Both types of businesses are encouraged to bid on all state contracts.
  • Although the Ohio Lottery Commission has limited construction needs, we encourage minority and EDGE businesses to participate in goods and services bids as well as professional services.

Who Qualifies for the Minority Business Program?

These are the following groups that are eligible for the Program.

  • African-American: All persons having origins in any of the Black racial groups of Africa.
  • Native American: All persons having origins in any of the original people of North America, and who maintain cultural identification through tribal affiliation or community recognition.
  • Hispanic American: All persons of Spanish or Portuguese culture with origins in Mexico, South or Central America or the Caribbean Islands, regardless of race.
  • Asian American: All persons having origin in the Far East, including China, Japan, and Southeast Asia.

Who Qualifies for the Encouraging Diversity, Growth and Equity Program?

  • Socially disadvantaged individuals are those who have at least one objective distinguishing feature that has inhibited their business success, such as: race, ethnic origin, gender, physical or mental disability, residency in an environment isolated from mainstream Ohio society.
